Notifying your move to Norway
It is this procedure, not a change of address, that registers you as a resident and gives you the eleven-digit Norwegian identity number.

What the Skatteetaten checks
Your identity, your right to stay in Norway for at least six months, and your actual presence during that time. Each of these points is proved by specific documents — and the list is no longer published: since the procedure went digital, it arrives file by file, with the appointment confirmation.
Without attending the appointment, or without sufficient proof, the notification is rejected: no number is assigned, and everything starts over.
The questions you are going to ask yourself
- How do I prove my right to stay if the police certificate has not been issued yet?
- Which documents are accepted as proof of presence, and which will be refused?
- A couple, a family — one appointment or several?
- My documents are more than three months old — are they still accepted?
- Can I settle my tax card the same day?
What is the difference between the D-number and the fødselsnummer?
The D-number is assigned to foreigners who are not registered as residents. The fødselsnummer is the residents' number; it replaces the D-number once the notification of moving is accepted.
Can everything be done online?
No. The notification can be filed online, but the identity check is always done in person, by appointment.
